The number of children in care in England could skyrocket to 100,000 unless there is radical reform of the social care system.

That’s according to an independent review of children’s services, which calls for an urgent increase in funding, the hiring of more foster carers and an extraordinary tax on operators of private children’s homes.

We spoke with a front-line social worker and a person who recently left care of a system under screeching pressure.
